Counsel are expected to use only as much time as is actually needed. The proponent of any change and any party filing a comment with the Committee prior to the filing of the petition or with this Court is invited to participate in oral argument, provided a proper request for oral argument is filed with this Court on or before April 28, 2006. In doing so, we express no opinion on the correctness of the instructions and remind all interested parties that this authorization forecloses neither requesting additional or alternative instructions or contesting the legal correctness of the instructions. We further caution all interested parties that any notes and comments associated with the instructions reflect only the opinion of the committees and are not necessarily indicative of the views of this Court as to their correctness or applicability. The instructions as set forth in the appendix shall be effective when this opinion becomes final.
